The government can govern with ease and the citizens can live in a hygienic and fresh environment. Thus, both parties have equal stake while we are on the issue of cleanliness. However, we must understand that any government is bound by the wants and needs of the people. As such, the responsibility of the individual citizens takes precedence in this regard. In a democratic system of government, the voters are free to chose their local representatives. If they can choose a representative who is willing to keep the streets clean then they can make the government involved in the process of maintaining hygiene as the chosen representatives are bound to uphold the will of the people. The locals can also promote keeping localities clean by hosting various charity events and creating awareness on the harmful sides of having an unclean locality. They can also ask the local businesses to take initiatives to stop dumping waste here and there but make a collective effort to use bins and litter boxes to dispose of wastes. Finally, every individual citizen can make a conscious effort to not make it a point of littering on the streets. This can involve not doing a many number of things starting from not throwing waste food to refraining from even spitting on the streets. Thus in these ways, individual citizens can ensure that they themselves are keeping the streets clean and they can also make sure that the government is assisting them in doing the same.
